Police responded to an emergency call around 5 p.m., reporting an "aggressive man" who might have been under the influence of drugs or alcohol. The hotel manager, in a distressing 911 call, mentioned that Payne was heavily intoxicated and causing significant damage to his room, which had a balcony. The situation escalated, leading to the fatal fall.
